Cicero is an NPC in Arknights. He is mentioned in Under Tides, Stultifera Navis, and Mizuki's Archive files before appearing as a supporting character in Mizuki & Caerula Arbor.

Background

Nicknamed the "Sire" by other cultists,[1] Cicero is one of the leading bishops of the Church of the Deep, an Aegirian cult that worships the monstrous Seaborn. However, unlike his peers, he is perhaps the sanest of all of them who retains both his human conscience and his Seaborn traits. Seeing himself as more of a science researcher than a religious leader, he firmly believes that his experiments are for the sake of the Seaborn's evolution from its primitive form and their ultimate integration into human society.[2] He also sees the Profound Silence of Iberia an opportunity to accelerate such progress.[3] His ultimate vision is to search for true meaning of divinity in the Seaborn, hence uncovering the mystery of life.[4] Despite his morally gray areas and his extreme view on his research,[2] he proves himself to be a wise mentor by teaching the newly born Seaborn hybrids the way of humans.

Cicero's experimental subjects include Mizuki and Highmore. He saved Highmore from persecution by Iberian villagers by slaughtering them with his Seaborn tentacles without splitting any blood, and Highmore has since pledged to stay with him while willingly transforming into a Seaborn hybrid.[5] He also saved Mizuki from death after his village was raided by bandits. To his surprise, not only Mizuki retains his human conscience, but also he even forgave the bandits by offering his tentacles as food. To Cicero's eyes, Mizuki is viewed as a new hope for the coexistence of the Terrans and the Seaborn.[6]
