A list of 4-star (4★) Operators. They represent the personnel of Rhodes Island and their allies/associates who have unique abilities that separates them from rank-and-file personnel, which includes combatants that came from civilian backgrounds and thus lack prior battlefield experience (e.g. Mousse, Shaw).
4★ Operators can be distinguished by the following:
- They can be promoted to Elite 1 and 2.
- The Elite 1 promotion requires three Chips of the corresponding class and few Tier 2 upgrade materials, and costs 15000
. - The Elite 2 promotion requires five Chip Packs of the corresponding class and many Tier 3 upgrade materials, and costs 60000 .
- The Elite 1 promotion requires three Chips of the corresponding class and few Tier 2 upgrade materials, and costs 15000
- They have a maximum level of 45 before promotions, 60 at Elite 1, and 70 at Elite 2 (for a total of 175 levels).
- They have two skills with the first initially available and the second being available when promoted to Elite 1.
- They have one talent.
- The talent usually becomes available when promoted to Elite 1 and being upgraded when promoted to Elite 2.
- Some 4★ Operators have the talent initially available and upgraded when promoted to Elite 1 and Elite 2.
- Several 4★ Operators have their talent available only when promoted to Elite 2.
- They have access to Operator Modules.
- Unlocking the Module requires a single Module Data Block and four Tier 3 upgrade materials, and costs 20000 .
- The Stage 2 upgrade requires a single Module Data Block, 15 Data Supplement Sticks, and five Tier 3 upgrade materials, and costs 25000 .
- The Stage 3 upgrade requires a single Module Data Block, 5 Data Supplement Instruments, and six Tier 3 upgrade materials, and costs 30000 .
- Unlocking the Module requires a single Module Data Block and four Tier 3 upgrade materials, and costs 20000
