The Rioter is a normal enemy in Arknights.
Enemy description
An enemy combatant of unknown identity. They are often found wherever there is turmoil and unrest. They wear a face mask to conceal their identity and use haphazardly-made weapons to engage in melee combat.

A pro-Reunion anarchist using bent iron pipes as a makeshift melee weapon, Rioters are among the weakest enemies, only having slightly higher HP and ATK but lower DEF than Soldiers although this is compensated by their tendencies to attack in groups.
