The Wasteland Skulker is a normal enemy in Arknights.

Enemy description
A member of a bandit gang operating in the wastelands, sneakily operating in the shadows. They habitually speak in half-truths, and many of them used to moonlight as pickpockets before they drifted into the wastes.

A furtive thief who conceals their presence in dark environment, Wasteland Skulkers enter the map by using a zipline, making them less predictable. To compound this, the Skulkers boast serviceable HP, ATK and DEF.
