Tkaronto is a Columbian nomadic city acting as its garrison city at its southernmost border.

Background[edit]

Designed as a trade hub for the frontier pioneers, and laying across the Columbian border close to Sargon, Tkaronto is known for its bustling economic activity. It usually circles the country year-round, extracting resources from the wasteland that other Nomadic cities can't, and make profit for the government. As such, the city keeps attracting people of all sorts looking for opportunities.[1][2] Plate #4, designated as the Infected district, is the oldest city plate in Tkaronto; A gray zone where not even the municipal government or the police can act or claim control over it. The only ones enforcing public order are one of the local gangs, notably the "Red Hand Gang." Because of the antiquity of its Originium engine, the plate has always been attached to the core city, even while migrating. Furthermore, the 4th District also counts with the largest amount of operational incinerators for easy disposal than any other city-state Infected district in Columbia, with its numbers slowly increasing throughout the years.[3][4]

For a long time, the 4th District was infamous for its rampant crime rates and Oripathy, disputes over the scarce food and medications, and overall neglect from the government, which only cares about whether they bring up more Originium from the mines. About half of the Infected sector's population is compossed of unregistered individuals (i.e. avoided inspections or doesn't have a residence permit), but the authorities seem to turn a blind eye on them. In addition, companies like Mama John's take advantage of their situation by selling them fake Oripathy medications.[3][4] A decade ago, in 1086, a major blizzard-like Catastrophe suddenly hit a certain part of Columbia, but Tkaronto managed to move and relocate at the last hour thanks to the data delivered by an Infected Catastrophe Messenger, Elba's mother, before she couldn't keep going and was left behind by the authorities.[5]

In 1096, one day before the municipal elections day, another Catastrophe dubbed the "Blackwasp" suddenly began to form above the city, despite initial reports omitting any information besides the incoming cold wave. Due to the severity, all of the city plates were damaged in some capacity. Plate #4 had to separate from Tkaronto's Core City, but due to damages to the mobility system, municipal government ordered the two plates that still haven't migrated to wait until the 4th District's mobility systems are repaired. Meanwhile, Fang, Kroos, and Beagle, who were police cadets at the time, decided to help evacuate the Infected residents to the emergency shelters in the support layer. [6]

The plate managed to separate from Tkaronto's Core City, but the damage to the power system forced it to dock south of the nearby Taylor Mine. However, the Originium concentration levels within the district and around the mine reached more than 100 times the normal value. Despite Fang and her friends' efforts, the police department refused to provide aid due to various reasons, including the repair efforts of the other plates, the lack of available facilities to shelter the Infected, the amount of undocumented Infected people, and the City Council was even considering ditching the Infected District as well. After Fang's insistence, the higher-ups finally changed their plans and mobilized the core city to dock with the 4th District. Although the plan succeeded and Plate #4 managed to move across the Catastrophe's epicenter, Tkaronto suffered from severe material damage and countless losses. A heavy snowfall would follow the Catastrophe in the following days, and those lucky enough to survive falling from Plate #4's edge perished. An estimated total of almost two thousand residents from the district survived the Blackwasp, but the government refused to provide emergency relief supplies to the Infected victims; Instead, they forced them to undertake the repair and cleanup work in contaminated areas in exchange for supplies.[4][7][8][9]

At one time, Tkaronto was the place where Rhodes Island hid from the policemen bribed by Mama John's that they failed to negotiate with. Fortunately, the Doctor managed to spoil their plans by falsely getting arrested by the ATAO (Bureau of Alcohol, Tobacco, Arts Units and Originium), making them believe that they were smuggling illegal Originium goods.[10] Prior to Talulah's jailbreak, the local Infected community decided to provide supplies and temporary housing to Reunion.[11]

Red Hand Gang[edit]

The Red Hand Gang is an organization that has been active in Tkaronto's Plate #4. Founded by Thunder Stone, an Infected gangster who defeated every other gang in the district, they have been maintaining order there for decades by taking responsibility for anything that happens within their turf and the district in general, and establishing short-term agreements with Mama John's, unbeknownst of their exploits. They hope to one day expand their influence over other districts in Tkaronto. [3][4]

On the outside, the Red Hand Gang appear as hooligans bringing havoc to the slum dwellers, but they are in fact chivalric wanderers who sometimes voice out oppressive policies carried out by Tkaronto's municipal government, especially regarding discrimination against the local Infected. Thanks to their efforts, the 4th District has become a slightly more tolerant place to live in. Following the Blackwasp which led to Thunder Stone's sacrifice, the Red Hand Gang's influence appears to wane greatly as most of the core members went missing in action during the disaster. Nevertheless, the survivors founded a new hummanitarian relief organization inheriting the Red Hand Gang's name, and chose to use spears as weapons for their patrols as a way to commemorate Fang's actions. She was responsible for coordinating the evacuation process of the 4th Plate, but became Infected after Elba attacked her duing a breakdown, and later left the police department after being unable to tolerate their former boss and colleagues' attitude towards them. Alive

Joined the Tkaronto Police Department with her friends and was the first one to contact with R.I. Alive

Thunder Stone The founder/leader of the Red Hand Gang and Elba's adoptive father, who was in charge of ordering the 4th Plate's evacuation after being convinced by Elba and Fang. After his Oripathy began to worsen during the "Blackwasp," he decided to sacrific himself by letting everyone escape as the 4th Plate began to collapse. Deceased

  • An unnamed man that Coldshot once met while visiting the city, claiming to be the president of the Columbian Chiromancy Association. However, she didn't believe his words out of skepticism.[13]
  • Andrew: An 8 years old Infected Perro boy who meets Elba while hidding from the Red Hand Gang. He intended to refine a crude Originium chunk and sell it to earn money to help his mother, who contratced Oripathy after working at the mines, unbeknowst that the chunk was on its late stages of activation.[5] This leds to Elba and Damien stopping him from doing so and throw the chunk to the refinery's furnace before exploding. In the aftermath, Thunderstone and the Red Hand Gang decide to contact someone to get Andrew home, while at the same time taking care of his mother's treatment.[14]
  • Captain Thomas: The chief of the Tkaronto Police Department who acted as Fang and her friends' boss during their service. While appearing as a honorable man, he took credit of Fang's actions during the Blackwasp, later disregarding them after becoming Infected. This caused Kroos to beat him up before leaving.

Landmarks[edit]

  • Plate #4 : Tkaronto's Infected quarter, where the Red Hand Gang's turf is located. Despite suffering from severe damage during the Blackwasp, the plate managed to survive and dock with the Core City afterwards.
  • Tkaronto Central Hospital: A hospital located in the Core City where Fang was interned after being rescued from the 4th Plate's debris.
