Effect

Reduces the Hope cost to recruit 4★ or above Operators by 2. As the result:

• 4★ Operators can be recruited for free.
• 5★ Operators can be recruited for only 1 . This stacks with Comprehensive Operation File, allowing 5★ Operators to be recruited for free!
• 6★ Operators can be recruited for two-thirds of the normal cost (6 > 4 ). This stacks with Secret HR Letter, allowing 6★ Operators to be recruited for only one-thirds of the normal cost (6 > 2 ).

Acquisition

Before the Draft of a Speech can be obtained from the next run:

• Until Mizuki & Caerula Arbor: The player must have completed a run with at least 15 Operators recruited.
• Expeditioner's Joklumarkar: The player must have recruited 100 Operators across all runs.

Trivia

• Hellagur's signature can be seen on the Ceobe's Fungimist version of Draft of a Speech. On the later versions, Amiya's signature is shown instead.
