Effect

Reduces the Hope cost to recruit 5★ Operators by 2, thus they now only cost 1 — half of that of 4★ Operators — to be recruited. The Comprehensive Operation File stacks with Draft of a Speech, making 5★ Operators recruitable for free!

In Expeditioner's Joklumarkar, the Comprehensive Operation File is one of the Alterform Trinket Collectibles which has three additional variants depending on the difficulty level.

• Alpine (Braving Nature +3 or higher): Now also gives 1 when obtained.
• Tundra (Braving Nature +6 or higher): Now also gives 1 when obtained and gives a 50% chance for a pre-promoted 5★ Operator to appear during a recruitment.
• Polar (Braving Nature +9 or higher): Now also gives 2 when obtained and gives a 50% chance for a pre-promoted 5★ Operator to appear during a recruitment.

Acquisition

Except in Expeditioner's Joklumarkar, the player must have recruited five 5★ Operators on a run before the Comprehensive Operation File can be obtained from the next run.
