The twin empresses rarely do anything together, but conferring awards on those who create art is one such thing.
Effect
Increases the Command EXP awarded from clearing (Emergency) Operations and Dreadful Foes by 30%. The Victorian Scrap Medal stacks with the 
Victorian "Scrap" Medal for a total of +56% EXP.
How to obtain
The player must have cleared 50 (Emergency) Operations and Dreadful Foes across all runs before the Victorian Scrap Medal can be obtained from the next run.
