The Terra Research Commission is a 1★ Flinger Sniper who specializes in Crowd-Control and the welfare Operator of A Flurry to the Flame — the crossover between Monster Hunter and Arknights, awarded by completing the Roka Village Quest Board mission which requires the player to clear CF-4 with 
Terra Research Commission's Token available from Arts Melder.
As a Flinger Sniper, the Terra Research Commission has a very long range of 3×4 tiles and cannot target aerial enemies, but their attacks inflict splash damage on ground enemies (and only ground enemies) around the primary target twice and the second hit's splash damage is a "shockwave" with only half the first hit's ATK. Being a 1★ Operator, the Commission has underwhelming stats, which makes them unsuitable for prolonged in-game combat. Additionally, 1★ Operators cannot be promoted, so the Commission is stuck at a maximum level of 30. However, they have a very low DP cost of 3 and is not counted towards the Unit Limit, at the expense of having a very long redeployment time of 200 seconds.
Talent
Felyne Lottery Bomb delays the Terra Research Commission's attack's shockwaves by a moment, then causes it to apply one of the following effects at random:
- Deals Physical damage equal to a large portion of the Commission's ATK which increases in every Potential improvement. After this effect procs for the third time however, Felyne Lottery Bomb will be disabled!
- Puts the target(s) to Sleep for a mere 1 second.
- Stuns the target(s) for 0.1 seconds (0.2 seconds from Potential 4).
- Nothing happens!
Base skills
- Lovable Felynes increases the order acquisition rate by 5% and 3% for every Felvine, and order limit by 2 while the Terra Research Commission is assigned to a Trading Post.
- Trusty Buddies increases Factory productivity by 5% and 1% for every Felvine, and capacity by 8 while the Terra Research Commission is assigned to one.
