Fischer the male Victorian Vouivre is just an ordinary military intel agent serving the Victorian Royal Army. Although he became an Infected after surviving an explosion in an rather typical investigation mission, the military helped cover his condition very well and in turn trained him to harness his smog-type Originium Arts. As a result, Fischer has been an excellent agent accomplishing several missions as well as someone who familiar with the Victorian politics thanks to his job as a city clerk.

During the Londinium crisis, Fischer was ordered by the army to supervise both Loughshinny and Harmonie, as both of them are related members to the Dublinns and its Taran nationalists. At one point, he intended to threaten a group of Taran refugees in exchange of Loughshinny's surrender to the army, but it ended in utter failure. Nevertheless, thanks to his acquaintance with the Duke of Caster, he continued his mission in Rhodes Island by disguising himself as an Oripathy patient codenamed "Puzzle" under Caster's recommendation. R.I. treated him with extreme precautions as he might be Caster's political representative throughout the war, and in turn, Fischer promised them he will not lay his hands onto both Loughshinny and Harmonie even though he keeps his suspicious supervision on them.
