Make it clear rules / scoring / ban list are specifically for EN qualifiers
At the current version of the article, there's no indication that the listed Rules, Scoring, and Ban List are for EN qualifiers only. Other server's qualifiers might have different rules (obviously, they wouldn't have "only EN accounts can be used"), and it might change as the event progress past the qualifiers.
