Mateo is an NPC in Arknights. He is the antagonist of Operation Lucent Arrowhead.
Background[edit]
Captain Mateo, aka. El Capitán,[note 1] is a high-ranking officer of the Bolívarian Coalition Government, serving as its main ambassador in Dossoles. A ruthless, yet short-sighted and greedy military leader, next to nothing is known about Mateo's past prior to his operations in Dossoles, although he claims having spent most of his years on military service than in school. [1]
Mateo and his men have been attempting to forcefully take over Dossoles' street art community to consolidate and increase the Coalition's presence in the city. Throughout an unknown contact within the Coalition —likely from the Supreme Council— Mateo has enough power to use all of its resources and assets in Dossoles.[2] However, his development plan came at the expense of clashing with Reynell Kowalski, a Kazimierzian art dealer who owns the development rights of the land plot where the slum is located.[3]
